Green Bay) In early March of this year, the Green Bay Clerk’s office issued a memo describing our curing practice for mailed absentee ballot certificates. At that time, Clerk’s office staff would cure a certificate that was missing a city, state and/or zip code in the witness address line by filling in the missing information. Certificates with other missing elements—voter signature, witness signature or witness’ house number and street name—were sent back to the voter to resolve.
In early September, a judge in Waukesha County handed down a decision in which he held that clerks can no longer cure ballot certificates. To respond to this change in the law, the Clerk’s office will mail back certificates that lack a voter signature, witness signature and/or a complete witness address including house number, street name, city, state and zip code. As we draw closer to the election, staff will contact voters by telephone or email concerning the missing information.
The absentee ballot certificate is the envelope with the yellow highlights. The voter uses this envelope/certificate to mail the ballot back to the Clerk’s office.
All voters receiving a mail-in absentee ballot should review the instructions in their absentee ballot envelopes. The instructions can also be found on the City’s website, greenbaywi.gov/voters.
Ahead of Election Day, voters may request an absentee-by-mail ballot by visiting our website, greenbaywi.gov/voters, or myvote.wi.gov. Beginning October 25, 2022, voters may vote in-person absentee at the Clerk’s office, 100 N. Jefferson, Room 106.
