Green Bay Police Department announces two new officers and one promotion

The Green Bay Police Department has announced the addition of two new patrol officers and the promotion of a current officer to a higher rank.

According to a press release, the department held a ceremony on Monday, May 19, 2025, to swear in new patrol officers John Lannoye and Rogelio Contreras Gomez and to promote Officer Bashir Buruin to the rank of sergeant. The event followed approval from the Police and Fire Commission. With these appointments, the department’s total number of sworn personnel increased to 174. Sergeant Buruin has served with the department for six years.

The Green Bay Police Department states its mission is to serve in partnership with the community by building trust, reducing crime, promoting safety, and improving neighborhood quality of life. According to the City of Green Bay, the department prioritizes engagement with the public, emphasizing that public safety is a shared responsibility. Officers and staff are expected to meet high standards, and ongoing education, professional development, and employee wellness are highlighted as core functions. The department identifies accountability and responsiveness to community needs as essential to its operations.

Davis became Green Bay’s police chief on September 16, 2021. His law enforcement career began at Arizona State University Police Department in 1994. He later joined the Portland Police Bureau, where he held multiple leadership roles including Assistant Chief of Services, Assistant Chief of Operations, and Deputy Chief of Police. Davis earned a bachelor’s degree in justice studies and a master’s in public safety leadership from Arizona State University. He is also a graduate of the FBI National Academy and the Major Cities Chiefs Association’s Police Executive Leadership Institute.
