In a recent statement, Rep. Mike Gallagher (R-WI) expressed his disapproval of the Continuing Resolution (CR) that would fund a portion of the government through March 1 and another portion through March 8. According to Gallagher, this CR only rewards bad behavior.

Gallagher criticized the House for wasting time and not fulfilling its duty of passing all twelve appropriations bills. He stated, "The Continuing Resolution the House passed on November 14 was supposed to buy Congress more time to do its job and pass all twelve appropriations bills. Like clockwork, the House wasted this time and spent more than half of these days on vacation."

The representative further emphasized his frustration with the continuous postponement of important decisions by stating, "Kicking the can even further down the road and then recessing for another week does nothing but reward bad behavior."

Gallagher proposed a solution to end this cycle of inefficiency and uncertainty. He suggested passing the Prevent Government Shutdowns Act, consolidating committee jurisdiction, and moving to biennial budgeting. By implementing these measures, Gallagher believes that the insanity of repeated government shutdowns can be brought to an end.

It is worth noting that last year, Gallagher and Senator Ron Johnson co-authored an op-ed in the Wall Street Journal. In the op-ed, they outlined a comprehensive plan to fix the appropriations process and address the constant threat of government shutdowns.

Rep. Gallagher's call for ending the practice of relying on Continuing Resolutions and taking concrete steps to improve the appropriations process reflects his commitment to responsible governance and ensuring the smooth functioning of the government.

As the debate surrounding government funding continues, Gallagher's stance highlights the need for proactive measures to avoid the detrimental effects of government shutdowns. The Prevent Government Shutdowns Act and the proposed changes to the budgeting process offer potential solutions to this ongoing issue.

By addressing the root causes of budgetary delays and promoting more efficient decision-making, Gallagher's proposals aim to create a more stable and predictable environment for the government and its operations.

The Prevent Government Shutdowns Act and the ideas put forth by Gallagher and Senator Johnson in their op-ed serve as valuable contributions to the ongoing discussions on government funding. As policymakers consider the best course of action, it is essential to heed the calls for reform and work towards a more responsible and effective appropriations process.
