House committee advances Rep. Wied's FROST Act with bipartisan backing

This week, the House Committee on Transportation and Infrastructure voted to advance the FROST Act, a bill introduced by Congressman Tony Wied. The legislation received bipartisan support.

The Facility for Runway Operations and Safe Transportation (FROST) Act was introduced by Rep. Wied on May 15, 2025. The bill aims to permit the use of Airport Improvement Program (AIP) Funds for acquiring storage facilities for aircraft de-icing equipment.

“Aircrafts are uniquely sensitive to any amount of ice and snow that accumulates on the airframe, causing irregularities that add weight, interrupt airflow, and can come loose during flight, potentially damaging critical flight systems," said Congressman Wied. "To prevent this, airports must invest in critical but expensive deicing equipment and fluids to mitigate these disruptions and support safe flight operations.” He further stated that it is illogical that AIP funds can be used to purchase this equipment while excluding storage facilities. “I am proud to introduce this common-sense legislation to provide for the proper storage of this critical equipment,” he added.

Congressman Wied's initiative has garnered support from Transportation and Infrastructure Committee Chairman Sam Graves.

“Congressman Wied’s FROST Act is common-sense legislation that would allow storage facilities for safety-critical aircraft deicing fluids and equipment to be acquired using Airport Improvement Program (AIP) funds,” said Chairman Sam Graves. “If you can use AIP funds to purchase the equipment, you should be able to use those same funding mechanisms to acquire the necessary facilities to house the equipment. I want to thank Congressman Wied for his leadership on this issue, and I’m proud to support H.R. 3423.”
