In a recent interview with Bill Hemmer and Dana Perino on America's Newsroom, Rep. Mike Gallagher (R-WI) discussed the strikes launched against the Houthis in Yemen. Rep. Gallagher emphasized the need for the Biden administration to shift its posture towards Iran and restore deterrence. He stated, "You have to find a way to restore deterrence. The administration is claiming that these long overdue strikes will do just that, but simultaneously admitting that the Houthis are likely to retaliate, which by definition means that deterrence is not restored."
Rep. Gallagher expressed his concern that the incremental tit-for-tat approach taken by the administration signals to our enemies that the Biden administration is still reluctant to provoke Iran. He pointed out that Iranian-backed terrorists have already attacked US forces 130 times since October. Rep. Gallagher also criticized the administration for not putting the Houthis back on the terrorist list and not mentioning the Islamic Republic of Iran in their statement. He stated, "As the Biden administration looks to spike the football on these strikes, we should remember that this is a problem of their own creation."
Regarding the President's authority to conduct these strikes, Rep. Gallagher explained that it is consistent with the War Powers Resolution. He highlighted two situations under which the President has the authority to conduct military action abroad: when Congress declares war and when there is a national emergency created by attacks upon the United States or its armed forces. He stated, "In this case, the War Powers Resolution requires merely that the President notify Congress within 48 hours of committing armed forces to military action."
Rep. Gallagher also expressed his disappointment in the Biden administration's decision to take the Houthis off the terrorist list in 2021. He called for a reversal of this decision and emphasized the need to reverse the relaxation of economic pressure on Iran. He stated, "Iran is using the money that it's getting...and funneling it into the Houthis into Hamas, and Hezbollah."
In conclusion, Rep. Gallagher urged the Biden administration to reimpose the policy of maximum pressure on Iran in order to restore deterrence. He called for a debate in Congress to determine the best approach going forward. Rep. Gallagher also criticized the administration for its mistakes in various foreign policy areas and urged them to admit these mistakes and make better decisions.
