The city of Green Bay has announced that Moody’s Investors Service has reaffirmed its Aa3 rating for the city’s financial position and General Obligation Unlimited Tax (GOULT) bonds. This announcement was made in a press release on March 11, 2025.

According to Moody's, Green Bay's financial outlook has been upgraded from stable to positive as of March 6, 2025. The agency cited confidence in the city's financial management and economic growth. Green Bay plays a central role in northeastern Wisconsin's economy, with robust sectors in manufacturing, transportation, warehousing, healthcare, and education. The city's financial position remains solid, with a substantial available fund balance and stable cash flow. In 2023, the city's available fund balance was approximately 45% of its total income.

Green Bay’s debt levels are considered manageable, with long-term debt projected to remain around 200% of revenue despite planned borrowing. Fixed costs are expected to stay below 15% of revenue. Moody’s noted that maintaining an available fund balance above 40% and a liquidity ratio over 60%, along with keeping the long-term debt ratio near 200%, could result in a future credit rating upgrade.

Genrich has served as the mayor of Green Bay since 2019 after three terms representing the 90th Assembly District in the Wisconsin State Assembly. A native of Green Bay, he earned degrees from UW-Madison and UW-Milwaukee and previously worked in state and federal government as well as an IT librarian. His office is located at Green Bay City Hall where he holds weekly open office hours.
