The City of Green Bay, Wisconsin has released a draft "Action Plan for Housing and Community Development" for federal fiscal year 2025. This plan coincides with the draft 2025-2029 Consolidated Plan. The public is invited to comment on these plans.
The Consolidated Plan will guide the use of federal housing and community development funds in Green Bay, aiming to create a viable community with decent housing, suitable living environments, and expanded economic opportunities, primarily for low and moderate-income individuals. The Annual Action Plan will direct the use of 2025 Federal Housing and Community Development funds in Green Bay to further the goals outlined in the Consolidated Plan.
The draft plan includes funding allocations for several projects:
Community Development Block Grant Program:
- Fair Housing Services: $30,000
- Community Gardens: $25,000
- Community Public Service Activities: $151,633
- Emergency Housing Rehabilitation: $126,541
- Infrastructure and Park Improvements in CDBG Eligible Areas: $198,971
- Beautification/Art Projects in CDBG Eligible Areas: $50,000
- Economic Development Façade: $50,000
- Economic Development Revolving Loans: $463,000
- CDBG Program Administration: $186,209
Totaling approximately $1.28 million.

HOME Program:
- Single Family Rehabilitation Loans: Approximately $150k
- Housing Development Advancement Projects: Approximately $373k
- Community Housing Development Organization (CHDO) set-aside: Approximately $70k
- Downpayment Closing Cost Assistance: Approximately $50k
- HOME Program Administration: Approximately $72k
Totaling approximately $718k.
